You mean one of those free mags like you see in the racks at shopping centers?
In the US, you probably just need to hit your county and state websites to see what's needed to start a business. I'd recommend forming a corporation, there's rules and money involved there.
There's nothing special that I'm aware of that applies to starting a magazine vs any other business.
Now if you want to use second class US Mail, which is the special rate for magazines, you should check with the post office website for rules.
And if you're dealing with major advertisers, they'll want you to have audited circulation figures, there are 2 org's that do this - one is the Audit Bureau of Circulation and I forget the other one. Go the the library and ask the reference desk for info on the magazine publishing business, they can help out a ton.
