There is a script you can install for old vintage effects here: http://registry.gimp.org/node/7870
Download the elsamuko-lomo.scm file. Copy and paste it into your scripts folder in GIMP. In windows it's located at C:Program FilesGIMP-2.0sharegimp2.0scripts then restart GIMP.
You will find a new filter in Filters > Light and Shadow > Lomo - there's lots of different sliders and presets you can choose from. The "vintage" preset available in the drop down is good.
If after you have done this you want to make it look even more faded, select the top layer in the layers diaolog, and click Layer > New layer > choose to fill with white, then in the layers dialog, reduce the opacity of the white layer using the opacity slider until you get the effect you desire.
