Question on the details of the US Navy seal?
No, I'm not talking about the SEAL's - not the special warfare group; the Department of the Navy's seal, crest, logo, whatever you want to call it.
On flags and pictures I've seen on the net and around town, the eagle perched on the anchor has one foot on the anchor and one foot near the water/on the ground. However, some other USN flags have the seal where there is no soil or ground; just the water. I was just wondering which one is correct or if both are acceptable.

Good question.
After some research (and a half-remembered AFN commercial), I determined that the US Navy flag should never have land on it, but the Department of the Navy seal should always have land. The flag has been standardized since 1959, with the seal being standardized in 1957. Prior to those dates, everyone used very similar styles for the seal, but were free to add land or not at their own choice, and we didn't even have an official flag. It makes sense only if you can understand massive bureaucracies like the Navy (and even then not really).
Note the that US Navy seal is different, and hasn't changed much since the 1800s (see links 4 and 5)
