Can photon release so many electrons that metal will be left with only ions?

I am trying to design a photon weapon base on photo electric effect, which is when light shine on metal, metal release electrons. I wonder is there light wave with frequency so high that metal's electrons will be all gone thus leave metal only ions which will repel each others. If so will the metal break apart do to the repulsion force?

There is no limit to the energy of photons... UV... X-Rays... Gamma Rays.

However, as you strip off more electrons, those in the surrounding atmosphere will be attracted to the +ve ions, so there will be a constant inflow to replace those you've stripped off. In fact, those that you've ejected will fall right back in again.

Also, each photon will only eject one or two electrons - higher energy doesn't mean more electrons. You need to look at the energy dependence of the Photoelectric effect to see that the higher the energy, in fact, the lower the probability of interaction. Electron numbers will be a function of intensity and not energy, and therefore a very intense beam will have a large number of low-energy electrons floating around just waiting to flood back to the ions.

In practice, therefore, I don't think your approach will work.
